I am pleased to write this letter of recommendation for R&R Horn Inc, General Engineering Contractors. My recommendation is based on experience as a senior executive committee member of the Small School Districts' Association who works with various vendors and districts throughout the state, and as a school district administrator for the past twenty-three years. As superintendent, I have completed over twenty-million-dollars in new construction and modernization projects in four school districts.

Of the eleven firms I have worked with, I rank R&R Horn number one. They earned this rank by completing all projects on time, under budget and with the highest quality standards met. They have a keen understanding of how to stretch our dollars without short cutting the end product and are particularly adept at the rules surrounding public school construction.

Three years ago our school district passed a G.O. bond and began planning for new construction/modernization at seven sites. We conducted an extensive statewide RFQ process to solicit qualified general contractors. R&R Horn Inc participated in this process and was selected from a well-qualified and experienced group of applicants. The scope of work they completed ranges from workroom modernization and playground renovation, to new construction of a gymnasium and cafeteria complex, an eight classroom wing, high school football stadium and sports complex. They are currently constructing a multi-million dollar two story classroom, science lab and media center at Orland High School, along with a new restroom facility in partnership with the city of Orland. All of these projects have included multiple complex components, some weather and time sensitive.

R&R horn has built a solid rapport with district staff, they have effectively worked with the city, county, and state officials to ensure that our project standards are maintained at the highest level. They have a particular appreciation for the unique needs of public projects and have proven to be strong stewards of public funds.
